(1)General Mobilization for Boosting the National Spirit

The strengthening of the social education movement was one of the special characteristics of the wartime period. In August, 1937, Guidelines for the General Mobilization of the National Spirit were officially adopted by the Cabinet to promote patriotic slogans such as "solidarity within the population," "loyalty to the Emperor and self-sacrifice to the nation," and "perseverance against hardship." This spiritual mobilization movement was intended to generate a positive popular attitude toward cooperation in the national effort. To popularize this movement, in October, 1937, the Central Federation for the General Mobilization of the National Spirit was formed but this Federation proved to be little more than a propaganda agency. Recognizing the Federation's limitations, the Ministry of Education tended to use the neighborhood associations as its vehicle for informing the people about the various social education opportunities.
