Achieving the goals described in the previous section requires that research be carried out by researchers of international caliber, who also require a support system of international caliber. This, in turn, requires human resource development and R&D environments that respond to global competition and strive for international levels.

This section discusses the measures that Japan must pursue to achieve global competitiveness by:

- Actively promoting researcher-oriented efforts, i.e., constructing a system to attract young researchers, both domestic and foreign; increase the mobility of human resources, and actively return the outcomes of research to society.
- Raising the level of competitive funding, evaluation and other means of promoting unique, cutting-edge research, rather than the rehashing of existing research.
