3. The Priority Investment of R&D Resources


After setting goals for science and technology and designating critical R&D areas, the next step is to promote the priority allocation of R&D resources in view of the aforesaid needs to which science and technology must respond.

The important R&D areas may in some cases extend into the realm of basic research. However, in order to enrich the knowledge resources that arise from basic research, R&D resources should be allocated effectively on the basis of scientific merit, not merely to basic research relating to important R&D areas but also to basic research that does not directly involve a critical R&D area.
