In order to cultivate a variety of creative arts, the Agency for Cultural Affairs has established the Program for the Promotion of Artistic Creativity (Arts Plan 21), with a budget of 4.951 billion yen for FY2000 (an increase of 368 million yen over FY1999) and is trying to further strengthen support for the arts (see Figure 2-8-1 ).
In addition, the Japan Arts Fund, established as part of the Japan Arts Council, uses its profits to provide financial assistance to diverse artistic and cultural activities. In FY2000, the fund will provide a total of 1.10 billion yen in assistance towards activities designed to disseminate creative artistic activities and to develop culture in local areas.
