2. Necessity for Collaboration between Ministries and Agencies


One of the principles of the reform of the central government is "to revitalize and facilitate policy consultations between national administrative organizations and improve their transparency, and at the same time to realize the comprehensive and unified administration of the government as a whole" (Article 4 of the Basic Law on the Administrative Reform of the Central Government).

In administrative domains related to culture, there are many agendas which require a unified approach by relevant ministries and agencies, such as the promotion of international exchanges involving arts and cultures, the promotion of Japanese language education, coordination of the protection of cultural properties and development projects, and so on.

The Agency for Cultural Affairs has been conducting consultations as necessary for these purposes, and is planning to strengthen collaborative and cooperative relationships to reflect the aforementioned principles of the reform of the central government. In particular, the Agency for Cultural Affairs has been holding regular consultations with the Ministry of Foreign Affairs for policy cooperation and collaboration in the field of international cultural exchange.
