3. Measures to Foster a Closer Link Between Lifelong Sports and Competitive Sports and School Physical Education/School Sports


Policy Goal:

The goal is to foster a closer link between lifelong sports and competitive sports on the one hand, and school education and school sports on the other, in order to bring about a fulfilled lifelong sports life and upgrade international competitiveness.

Fostering a closer link between schools and local communities/sports associations

At schools, we will promote initiatives including the implementation of cooperation toward the development of comprehensive community sports clubs in accordance with the local sports environment and other conditions. As a fundamental measure toward this end, we will strive to secure superior instructors through such means as actively promoting the use of local instructors, and other human resources, as assistants to teachers and special part-time lecturers. Furthermore, in order to create environments in which schoolchildren are able to safely enjoy sports in richly verdant grounds, we will facilitate the growing of grass on outdoor sports grounds, in accordance with the situation of the school and other factors.

As regards extracurricular sports club activities, in order to meet the various needs of schoolchildren's sports, we are promoting the use of local instructors in extracurricular sports club activities and are addressing the situation so that extracurricular sports club activities may be jointly implemented in multiple schools in line with schools' situations and other factors. We will also work toward further enhancing this as part of the educational activities of schools by promoting measures at schools so that they will carry out reviews of the management of extracurricular sports club activities while paying attention to management that respects schoolchildren's identity as well as flexible and appropriate management, for example.

Comprehensive Community Sports Clubs

"Comprehensive Community Sports Clubs" refers to a type of sports club, originally developed in Europe, which are managed independently by local residents. Their characteristics are as follows:

a) Multiple types of sports are catered for b) Anyone in the region, from children to the aged, from beginners to top-level athletes, can engage at any time in sports conforming with factors such as their age, preferences, interests, and levels of skill and expertise c) There are sports facilities and clubhouses representing activity centers where sports activities can be carried out on a regular or continual basis d) Sports training is carried out under the supervision of highly qualified instructors to meet individual sporting needs e) Points such as those outlined above are independently run by local residents
