Section 2 Educational Reform Q&A
Q14
Reduction of Patent Fees for the Establishing Bodies of Public and Private Universities, and National, Public and Private University Teachers

In order for the fruits of university research to be used by enterprises, it is necessary to aggressively obtain patents for research results. Toward this end, the patent fee paid to the Patent Office by the establishing bodies of public and private universities and national, public and private university teachers, as well as the fee for request of patent application have been cut in half.

A TLO General Stockholders Meeting

* Technology Licensing Organization (TLO):

The TLO is the organization that promotes the patenting of researchers' inventions, seeks enterprises to exercise patents and returns part of the income from exercising the patent to the researcher and university, in order to make it easier for society to make use of the results of university research. The goals of TLOs include working with universities and researchers and promoting efficient transfer of university research results to enterprises aiming at the revitalization of university research activities and the creation of new businesses. As of August 2000, based on the Law for Promoting University-Industry Technology Transfer, 15 organizations had received approval as TLOs from the Minister of Education, Science, Sports and Culture and the Minister of International Trade and Industry.
