Section 2 Educational Reform Q&A
Q12
Evaluation Activities of NIAD

In October 1998, the University Council issued a report recommending that:

(1) In order for universities to further clarify the state of their activities to the general public, it will be necessary to enhance self-monitoring and evaluation, promote monitoring from a more transparent and objective third-person perspective, and make the results widely known throughout society. (2) In order for university evaluations to truly increase the quality of university activities and contribute to the progress of each, it will be necessary to collect, analyze, and provide a wide range of information related to university evaluations, and to proactively announce the results of such research to society.

Based on these recommendations, NIAD was reorganized in April 2000 and has been relaunched as an organization concerned with conducting activities related to university evaluations.

NIAD conducts the following activities with regard to university evaluations:

(1) Implementation of evaluations of the educational and research activities of universities, and provision and publication of the results (2) Research and surveys on university evaluations (3) Collection, coordination, and provision of information on university evaluations

Of these activities, the evaluations under (1) can be subdivided into the following categories:

{1} University-wide thematic evaluations (evaluations of university-wide issues such as general education, international exchange, and university-industry cooperation) {2} Evaluations of educational activities in each academic field (evaluations of educational activities of the faculty, etc.) {3} Evaluations of research activities in each academic field (evaluations of research activities of the faculty, etc.)

NIAD will implement phased evaluations focusing on particular fields at several universities until FY2002, in order to make the necessary preparations for full-scale implementation of evaluations starting in FY2003.

The evaluation results will be provided as feedback to each university, so that they can be put to use in improving educational and research activities. In addition, it is hoped that, by providing the results to the general public, they can be used as reference material by students or corporations when selecting a university.
