PART II Recent Trends and Developments in Government Policies in Education, Science and Culture
Chapter 11. The Shift to an Information-Oriented Society: Implications for Education, Science, Culture, and Sports
Section 5. Developing a Copyright Policy for the Shift to an Information-Oriented Society
1. Promoting Public Awareness of Copyright Protection

Awareness of copyright protection has become more and more important with the shift to an information-oriented society. For this reason, the Ministry of Education, Science and Culture has expanded aspects of the new Courses of Study that deal with matters related to the legislation system of intellectual property rights, including copyright, especially at the upper secondary school level.

The Agency for Cultural Affairs is making efforts to disseminate knowledge of copyright in various ways. In September 1993 the Agency issued a notice to prefectural governments and other quarters calling for thoroughgoing measures to ensure the proper protection of copyrights on computer programs in schools and other institutions, which has become an important issue. Over a three-year period beginning in fiscal 1994, the Agency will publish a guidebook on the copyright legislation system relating to computer programs and the effective management thereof in schools and companies and will distribute it to various institutions.
