3. Scientific Exchange Through the Japan Society for the Promotion of Science


The Japan Society for the Promotion of Science is Japan's main organization for implementing international scientific exchange. It actively supports international scientific exchange activities and has also enjoyed considerable success in developing exchange and cooperation activities with science-promotion organizations in other countries. This framework for scientific exchange among science-promotion organizations helps to foster contacts among researchers and ensure the stability and continuity of reciprocal exchange activities. The society's role was praised in a report submitted by the Advisory Group on International Cultural Exchange, a private advisory organ to the Prime Minister, in June 1994. The report recommended that the scale of the society's activities be doubled by the start of the next century and that its implementation structures be reinforced and expanded.

The Ministry of Education, Science and Culture continued its efforts to enhance and expand the programs of the Japan Society for the Promotion of Science in fiscal 1994. For example, the society increased the number of researchers accepted under the Postdoctoral Fellowships for Foreign Researchers to Study in Japan and the Postdoctorate Fellowships for Research Abroad, which are the core systems for exchange activities by young researchers.

The society is also paving the way for a dramatic increase in scientific research activities with Europe and the United States through measures that include the expansion of the International Programs in Advanced Research, which focus on joint research and seminars in advanced fields, and the commencement of the Inter-Research Centers Cooperative Program, which is designed to promote international research projects based on scientific research organizations. In addition, the society is establishing overseas liaison offices to monitor overseas trends in scientific research and to disseminate information about scientific research in Japan. In fiscal 1994 a new center was established in London (United Kingdom), in addition to existing centers in Nairobi (Kenya), Cairo (Egypt), Bangkok (Thailand), Sao Paulo (Brazil), Washington, D.C. (United States), and Bonn (Germany).

The promotion of scientific exchange with other Asian countries not only contributes to the formation and improvement of the scientific research base in those countries but also helps to advance science in both countries that are partners in the exchange activity. The Japan Society for the Promotion of Science is implementing a variety of programs with other Asian countries and has enjoyed notable success with the Core University System*1 and the RONPAKU (Dissertation Ph.D.) Program*2 .
