Proficiency tests approved by the Ministry of Education, Science and Culture are knowledge and skill tests that have been certified by the Minister of Education, Science and Culture as meriting encouragement. This system is extremely significant as a framework for the direct evaluation of learning achievements. At present there are Ministry-approved proficiency tests in 18 areas, such as practical English. In fiscal 1993 a total of 4,123,417 applicants took such tests, and 1,977,384 were successful ( Figure II.2.3).
