1. Evaluating Learning Achievements and Building a Lifelong Learning Society


The building of a lifelong learning society requires not only promotion of learning activities but also rectification of the present excessive emphasis on academic credentials when evaluating people so that proper recognition can be given to learning achievements. The Ministry of Education, Science and Culture is implementing a number of measures to promote the appropriate evaluation of learning achievements. Since fiscal 1993 it has also been conducting research and surveys on the evaluation of out-of-school learning achievements.
