(5) Systematization and reinforcement of administration for the protection of cultural properties


1) Local governments' role in the protection of cultural properties needs to be enhanced, the respective roles of the national and local governments need to be clarified, and collaboration between the national and local governments needs to be strengthened.

2) Regarding local government officials in charge of protecting cultural properties, measures need to be taken to place an increased number of staff specialists, secure the status of these officials, improve their working conditions and their quality.

3) The administrative functions of the national government in the area of the protection of cultural properties need to be strengthened. This includes the Agency for Cultural Affairs' functions of policy planning as well as technical assistance to local governments.

4) Support for public relations activities concerned with the protection of cultural properties needs to be strengthened.

The above- mentioned are directions to be taken regarding cultural properties as indicated by the Special Committee for Cultural Properties Protection Planning. The Agency for Cultural Affairs plans, based upon this interim report as well as on the Committee's anticipated final report, to further enrich the preservation and utilization of cultural properties by taking necessary measures, including making changes in existing systems.
