(3) Promotion ot the utilization ot cultural properties


1) Clearer criteria are required for the establishment and operation of museums, art museums, theaters and other facilities that exhibit cultural prorerties. At the local level, these types of facilities are in need of development and assistance. At the national level, facilities such as national museums and theaters need to be enriched and consolidated.

2) It is necessary to provide guidance on an individual basis in cases of the preservation of historic sites, particularly in cases of restoration of lost historic buildings and so on, so that desirability and means of restoration may be thoroughly investigated.

3) Policies for the preservation and utilization of historic sites and other similar cultural properties should be made in cooperation and coordination with policies that will vitalize the community as well as promote industries related to cultural properties.

4) A cultural properties information network needs to be created in order to promote the utilization of cultural properties, and to carry out investigation and research as to their preservation.
