In order for scientific research to progress, free exchange and cooperation among researchers across nationa1 boundaries is indispensable. Moreover, the recent growth of research fields which need to be addressed from a global standpoint such as those related to global environmental issues has furthered the importance of international scientific exchange.

The Ministry is promoting various kinds of international scientific exchange and cooperation through supporting activities such as joint international research, exchange of researchers, international research conferences and exchange of scientific information. The Ministry is especially endeavoring to give support to the following activities: the transformation to an "active international exchange" where Japanese researchers take the initiative; sending and hosting young Japanese and foreign researchers; cooperation and exchange with developing countries; and enriching activities for dispatching scientific information.

In addition, the Ministry is subsidizing the Japan Society for the Promotion of Science in order to facilitate international scientific cooperation.

The Ministry is also extending cooperation to the United Nations University, the only United Nations facility with its headquarters in Japan, through providing it with a headquarters facility, funding University projects and other support.
