Since 1943, the Japan Scholarship Foundation has provided loan scholarships to outstanding students (including secondary school students) who have difficulty in continuing their studies due to financial reasons. The total expenditures of these loan programs amounted to 190,100 million yen in fiscal 1992, with the total number of scholarship loans reaching 453,000 students.

Besides the Japan Scholarship Foundation, local governments, non-profit corporations and other bodies, numbering more than 3,800 in total, are carrying out student aid programs, with further expansion expected.
