(1) Development of Structures to Promote Lifelong Learning


The Law Concerning the Development of Mechanisms and Measures for Promoting Lifelong Learning covers: 1)policies for creating systems contributing to the promotion of lifelong learning, 2)basic planning for the promotion of lifelong learning at the community level and 3)recommended measures from the Lifelong Learning Council.

In order to promote lifelong learning, in July 1988 the Ministry created a Lifelong Learning Bureau by reorganizing and expanding the Social Education Bureau. Prefectural governments have also been encouraging and assisting the creation of structures for liaison and coordination of lifelong learning programs as well as implementing model programs for promoting lifelong learning.
