(2) Promotion of Lifelong Planning for Teachers and Other School Employees


In consideration of recent changes in the conditions surrounding local education, there is a need for active implementation of strategies to support lifelong planning of teachers and other school employees.

In June of 1986, in accordance with a Cabinet decision regarding "General Principles for Coping with a Long Life Society," the Prime Minister fixed "A Basic Plan for the Welfare of National Government Employees. "Acting upon this decision, the Ministry of Education, Science and Culture issued a circular to the heads of all national institutions of education entitled, "A Basic Plan for the Welfare of National Government Employees and Strategies for Its Implementation." Also in May 1991 the Ministry of Home Affairs issued a directive on policy making regarding life planning for municipal and prefectural employees.

With due consideration to these trends, the Ministry of Education, Science and Culture is requesting all municipal and prefectural boards of education to promote life planning policies and is issuing directives to promote such planning. A "Lifelong Welfare Foundation for Teachers and Other School Employees" was established in June of 1992 with the goals of helping teachers and others in their lifelong planning, altering their way of life, improving their general welfare, etc.
