Chapter 2 Development of Policies for Enrichment of Health Education
�1 Promotion of Mental and Physical Health Education


Health education in a lifelong learning society should be cooperatively promoted through school education and social education. Especially in the case of school education, from the viewpoint of cultivating the fundamental habits for good health throughout the life span it is necessary to conduct health education throughout overall activities in school centering on school health, school safety and school lunches.

First, in regard to school health, in addition to endeavoring to enrich health education in general, efforts are actively being made to promote a health education in order to confront pressing recent health issues.

Second, in the case of school safety, efforts are being made towards enriching the Mutual Aid System for Disasters and Accidents for dealing with school related accidents and disasters, and towards improving traffic safety education and safety education focusing on disaster prevention education.

Third, school lunch programs are being further promoted through the enrichment of menus, methods and the dining environment.

Furthermore, in July of 1988, from the viewpoint of the integrated promotion of the three major areas of health education, (school health, school safety and school lunches) the School Health Division and School Lunch Division at the Ministry merged, creating the School Health Education Division, further strengthening the system for promoting health education covering school education and social education.

The Ministry's policy for the integrated promotion of health education includes the execution of projects such as "Pilot Schools for the Study of Health Education Promotion," which promote integrated, practical school health education. It also includes an annual nationwide forum, the "National Health Education Research Conference," where health education related professionals gather to engage in study and discuss the present day significance and role of health education in society.
