3 Training and Securing of Researchers


Scientific research is conducted on the basis or the intellectual activities of researchers. Therefore, the training and securing of researchers is most important for strengthening the basis of scientific research and for its further development. Since universities and other institutions of scientific research are also functioning as organs for the training of researchers, to secure able staff in these institutions is a critical factor for the training of researchers in various fields of science, and consequently for the maintenance and enhancement of the research level of Japan at large.

It is especially important to focus on the development of young researchers, who will be expected to form the nucleus of scientific research in the future. These young researchers are not only responsible for today's research, but they are also charged with developing their potentials for bringing forth pioneering research and flexible new concepts. Therefore, the training and securing of talented young researchers is one of the most important issues in the development of scientific research.
