2 Expansion and Improvement of Research Funding and Research Facilities and Equipment
6 Issues Concerning Research Funds and the Direction of Improvement

The most important basic supports for scientific research are the enrichment of research funds and the improvement of research facilities and equipment. Also, because of its fundamental nature, scientific research has to rely upon public support. Therefore, public expenditures in this regard should be steadily increased.

Due consideration should be given to the balance between the governmental funding and other sources of funding in the entire amount of funding for research.Efforts should be made to increase various forms of funding from private sectors including donations and endowments.

Further, it is necessary to make efforts to secure operating expenses for scientific research and to prioritize distribution through appropriate assessment. The Ministry should immediately conduct an investigation into the distribution of research funding.
