2 Fundamental Views of the Promotion of Science


In forming policies for the promotion of scientific research, long-term and wide-sighted views are indispensable. The Ministry of Education, Science and Culture, taking characteristics of scientific research into account, and placing considerable importance on the reports of the Science Council, advocates the following three fundamental views : 1) formation of a foundation covering all fields of study, 2) respect for independence of researchers, and 3) integrated development of research and education.

In carrying out promotional measures on the basis of the above-mentioned fundamental views. the Ministry takes into consideration the recent changes in the circumstances of scientific research, and makes special efforts for the priority implementation of programs, the training and securing of able researchers, the strengthening of university-industry research cooperation, and the encouragement of international exchange and cooperation.
