1 Significance of Scientific Research


Scientific research includes a wide range of activities for intellectual creation in all fields of study from the humanities and social sciences to natural sciences. It is rooted in the search for truth, one of the basic mental desires of humankind. Its aims cover the discovery of new laws and principles, the establishment of methodo1?ogies of analysis and synthesis, the systematization of new knowledge and techniques, and the opening of frontier fields of science, etc.

The outcomes of scientific research become cultural values in themselves as the common intellectual property of humankind, and also play a role in enriching people's lives through the application of technology, thereby forming a foundation for the development of humankind and society. It is because of this nature of scientific research that the Government ought to support it fundamentally.

In recent years, amidst global tendencies to attach importance to technology, each nation is placing emphasis on scientific research as an important foundation for national development. This is because the promotion of science is indispensable for the maintaining of national prestige and security and for ensuring a strong competitive potential in the face of heavy international economic competition.
