Elementary and secondary education in Japan has gained an international reputation for both its level of quantitative expansion and its high quality. However, various educational systems, as well as practices for operating the systems, have tended to be uniform and inflexible. It is necessary to improve and innovate the existing systems and practices, with a view to adapting these system sand practices to the rapidly changing social and economic conditions of the nation, and from the perspective of the anticipated social and economic development in the coming years. In doing so, it is important to keep in mind the necessity of developing measures for helping children develop their individuality to the full. And for helping them foster diverse abilities and talents.
With this in view, the Ministry of Education, Science and Culture has been carrying out various policies and measures, such as the improvement and enrichment of the school curriculum, the reform of upper secondary school education, the improvement of the quality of teachers, and the improvement and enrichment of educational conditions.
