(2) New Developments in Non-formal Education and Cultural and Sports Activities


There are a variety of programs underway in the public sector with the aim of promoting non-formal education and cultural and lifelong sports activities. It is necessary to facilitate the further development of these public programs.

In recent years educational programs undertaken in the private sector have been increasing mainly in urban areas. It is necessary for government authorities to consider the actual state and trends of these private programs and to strive to secure mutual cooperation between public and private programs, while keeping in mind the major role to be played by public programs; Thus government authorities should ensure the overall development of infrastructures for lifelong learning. Further, it is important to study the ways and means of evaluating the outcomes of people's leaning throughout life, with a view to encouraging people to participate in learning activities.
