In 1989 the Ministry began to hold a nation-wide lifelong learning festival with the aim of providing a great many people with an opportunity of exchanging experiences in lifelong learning activities. The festival is intended to help people increase their motivation for lifelong learning and to encourage them to participate in learning activities. From 31 October through 5 November 1990, the second festival entitled "Manabipia (Learning Fair) '90" is scheduled to be held in Kyoto Prefecture with a general theme of "New Wind - Lifelong Learning" and with a local theme of "From Myself Today to Myself Tomorrow."
