2 Development of Infrastructures for Lifelong Learning
(1) Enactment of the Law Concerning the Development of Mechanisms and Measures for Promoting Lifelong Learning
A Law Concerning the Development of Mechanisms and Measures
for Promoting Lifelong Leaning was enacted in June 1990 and put into effect on
1 July 1990.To respond to the recommendations of the Central Council for Education
and to meet the contemporary demand for the transition to a lifelong learning
system. This law provides mainly for: prefecture programs for contributing to
the promotion of lifelong learning; prefecture basic plans for the promotion
of lifelong learning activities at the community level; and the creation of the
Lifelong Learning Council, an advisory committee to the Minister, and of prefecture
councils for lifelong learning. The law was designed to play a pioneer role in
facilitating government policies and measures for promoting lifelong learning.
