Under the present system there is a credit-transfer arrangement whereby a university may recognize certain credits earned by a student therein at another university as equivalent to those earned in the university.

This arrangement is a special one created to contribute to the enrichment of the curriculum at each university. From the same point of view, the university might explore the possibility of assessing the results of a student's learning at some educational establishments other than universities, and of awarding university credits to students who have demonstrated such learning results as can be regarded as those of university level learning. There might be another possibility that the university provide public recognition for junior college graduates who have studied at universities taking advantage of the above mentioned "subject register" or "course register" system. Specifically, students who have satisfied certain credit requirements comparable to university graduates might be recognized as the equivalent of university graduates.

While the University Council is now considering specific procedures for introducing such credit-awarding systems, one of the future issues to be examined will be the introduction of a system whereby some proper evaluation can be made of students' diverse learning results accumulated through learning at two or more institutions of higher education.
