In recent years, there has been an increasing number of graduates from junior colleges and colleges of technology who wish to transfer to universities.

Under the existing system, students are legally allowed to transfer to universities. As a matter of fact, however, they can do so only if there are vacant student places in the university they wish to enter. So far only a limited number of students have been allowed to transfer to universities. If more students are to be allowed to transfer to universities in the future, it will be necessary for universities to create a certain number of special places for students transferring from other institutions to the second or third year of an undergraduate course.

It is expected that universities will be able to flexibly utilize these special places for transferring students in allowing university students to transfer to another university or to another faculty of the same university, and in allowing university graduates to enter another undergraduate course.
