In FY l987,the total expenditure on research including salaries in universities, research institutions and private industries in Japan was \9.837 billion. Out of this \1.958 billion was spent by universities, junior colleges, special training schools and inter-university research institutes, accounting for l9.9% of the total expenditure.

In the natural science, basic research has a high share of 54.2% of the expenditure at universities, while developmental research has a high share of 58.2% and 7I.7% respectively at research institutions and private industries.

Grants-in-aid for scientific research aim at the development of scientific research of a high level in all fields, including humanities, social sciences and natural sciences. These grants provide the most basic financial support for scientific activities, and have contributed most significantly to the development of scientific research. Efforts have therefore continued to be made for their expansion.
