Chapter 5. Promotion of Scientific Research

Scientific research is an intellectual activity of a universal nature conducted in search of truth. It is the prime force in the development of any field in the nation and society ; it serves to solve various social problems, support and enrich people's daily life through its application and practical use.

Our nation has so far endeavored to absorb the results of scientific research from all over the world and, thus, our scientific research has rapidly reached a high standard. Hereafter, however, creative, advanced and internationally reputable scientific research which makes positive contributions to the development of scientific research in the world is strongly needed.

The Ministry of Education, Science and Culture acknowledges this situation and has promoted the implementation of the following policies for the promotion of scientific research.

First is the development and enrichment of the basic infrastructure for scientific research, such as the expansion of grants-in-aid for scientific research, the strengthening of fellowship for junior scientists, the accommodation of research institutes and the development and enrichment of science information systems.

Second is the promotion or research in the fields which are significant in science and in which social need is particularly strong ; among these fields are accelerator science, space science, nuclear fusion research, life sciences including studies on cancer, etc.

Third is the promotion of cooperative research between universities and private industries, including the establishment of joint research projects and joint research centers.

Fourth is the promotion of international exchange and cooperation including international joint research and international exchange of science.
