2. Promoting University Reform
(1) Deliberations of the University Council


The University Council was established in September 1987, and in October that year, was asked by the Minister of Education, Science and Culture to deliberate on "the practical measures for enhancing, individualizing and invigorating education and research in universities and other institutions of higher education". The Council has been engaged in serious deliberation since then.

Currently the Council focuses its deliberations on the enrichment and reform or graduate schools and undergraduate education, and future development of higher education institutions. In regard to graduate school reform, the Council submitted a report in December 1988, entitled "On making the graduate school system more flexible. " The Council is now deliberating on other issues carefully. The Ministry will respect recommendations of the Council and adopt necessary measures for their implementation.
