(1) Promotion of Individualization in Upper Secondary School Education


Responding to the diversity of the ability, aptitude, interests and concerns of students accompanied by the increasing proportion of students advancing to upper secondary schools, the Ministry has been promoting measures to make upper secondary school education more diversified and flexible, such as the revision of the Course of Study and the establishment of "credit-system" upper secondary schools. The 14th Central Council for Education was asked for advice from the Minister of Education, Science and Culture in April 1989 and is deliberating on the reform of upper secondary education.
