Elementary and secondary education of Japan is faced with several problems, such as excessive uniformity, excessive competition to pass the entrance examinations into upper level institutions, and the problem of maladjustment to school, although it has accomplished considerable achievements as described in the preceeding section. These problems have not solely derived from school education ; they might be deeply related to the daily life style of pupils at home and in local communities. In addition, social changes in terms of internationalization, and the advancement of information oriented society pose important issues school education must deal with.

The following three types of problems are considered on the basis of data ; issues related to school education, pupils' experiences in life and responses to social changes.
