The percent of total governmental expenditure allocated to education (public education expenditure) from 1950 to 1968 is show in Table 69. Total govern-mental expenditure here rne3ns the net total of financial outlays by national, prefecture and municipal governments, excluding over-lap.
Since 1955 the percent of total governmental expenditure allotted to education has generally been around 21 -22%. Breaking this down, the percents of" total national, prefecture and municipal expenditures allocated to education, have ranged between 12 -13%, 29 -34% and 20 -22% respectively. It should be noted that, in recent years, the percents of prefecture and municipal expenditures allocated to education have declined, as a result of the rise in the proportion devoted to other types of expenditures (cf. Basic Table 68).
Table 70 compares the percent of total governmental expenditure allotted to education in Japan with those in various other major countries.
Although the scope of total governmental expenditure is not uniform for all the countries, it is still helpful to evaluate the weight given to education within the total financial outlay of each country, by comparing the percent of total governmental expenditures allocated to education. The percents in Japan are higher than those in any other country. However, it is necessary, at the same time. To consider the fact that, in Japan, the percent of national income occupied by governmental expenditure is relatively low compared to these other countries.
