c. Promotion of Science and Technical Education


Progress in science and technology promotes economic development and the raising of social standards. The recent accelerating progress in these fields has been revolutionary. Technological innovations in production and industry have resulted from application of the findings of basic and developmental research.

Recognition must be given, in planning for the future of higher education, to the extreme importance of training competent researchers in the fields of basic, developmental and applied research. In addition, the higher standardization of the techniques of production requires the training of large numbers of competent engineers and technicians. For education to meet such demands requires the raising of the standards of basic academic achievement, particularly in science and mathematics, in elementary and secondary education; the expansion of technical courses in upper secondary education; the expansion of faculties of science and technology in higher education; and the coordination and consolidation of the entire system of scientific research. The objective of higher education Nut the fields of science technology is not merely the acquisition of the applicable specific knowledge and techniques; it is to produce competent scientists, engineers and technicians with extensive academic and cultural backgrounds as well as sound professional training who are capable of contributing most richly to the evolving industrial democracy.
