CHAPTER 4. MEASURES OF NATIONAL EFFORTAND DISTRIBUTION OF TIRE EDUCATIONALINVESTMENT
1. Per Capita National Income and Percentage of National Income Spent for Education

The items of expenditure from the national income are roughly classified as private consumption, saving, and taxation. Of these items, taxes collected are spent partly for educational purposes by the national government and local public bodies. Further, private consumption expenditure includes direct expenses incurred for education. Although the relative weight of the educational investment in the total national economy should give consideration to the amounts of private consumption expenditure and savings, only the percentage of the national income which the national government and local public bodies have devoted to education will be examined.
