4   Incorporation of Colleges of Technology


In the same way as for the incorporation of national universities, the 55 national colleges of technology nationwide will be transformed to independent administrative institutions as one national college of technology institution. Through this process the discretionary authority of colleges of technology will be expanded and further individualization, revitalization, and advancement of education and research will be promoted.

Because colleges of technology are relatively small-scale compared to universities, issues common to all colleges of technology, such as enhancing teacher training, developing new teaching materials, and promoting internships (work experience), were difficult for each school to handle by itself. The transformation to independent administrative institutions will make it possible to make organized efforts to deal with these issues as an organization in future. In addition, it will become possible to return the benefits of this process to each school, and, using these efforts as a basis, focus efforts on development of distinctive educational activities and improvement to student services more than previously.

MEXT, in order that these aims of incorporating national colleges of technology be steadily achieved, will sufficiently take into account the special characteristics of education and research in colleges of technology when managing the corporation system, and continue to work on the necessary financial support ( Figure 1-2-7 ).
