(1)The Establishment of the Nationalism Instruction Bureau

In July, 1937, the Nationalism Instruction Bureau (Kyogakukyoku) was established as an external agency of the Ministry of Education replacing the Ideological Control Bureau (Shisokyoku), as stated earlier. The new Bureau concerned itself with the role of education in preserving the national polity. Nationalism Instructors (Kyogakukan) and Deputy Nationalism Instructors were appointed to carry out "research, inspection and guidance that would improve instruction in nationalism." In addition to the activities mentioned earlier, the Bureau retrained teachers, examined various published materials, collected ideological intelligence and developed countermeasures.

In November, 1942, the Bureau became an internal agency. In November 1943, it absorbed the Indoctrination Bureau (Kyokakyoku) and was also given jurisdiction over social education and religious affairs, thus expanding its range of interests even further.

The National Training Center (Kokumin Renseisho) was set up in January, 1942, under the supervision of the Minister of Education and later in November, 1943, it was combined with the existing National Moral Culture Research Center (Kokumin Seishin Bunka Kenkyusho) to form the Nationalism Training Center (Kyogaku Renseisho). The latter institution functioned as the center of nationalism research and provided teachers with guidance and leadership in cultural and educational matters for instructing the public at large.
