(1)Higher Education Reform Policy

The 1937 Education Council stressed in its September, 1940 recommendations on higher education several objectives for universities: 1) Devoted effort to inculcating a full understanding of the unique concept of the national polity; and a deep commitment to preserving the continued existence of the Imperial Fortune. 2) Creative research and the adoption of the best in science and culture of East and West to the needs of the development of Japanese science and culture. 3) The development of intelligence and judgment, and fostering of the idea that education should aim to achieve a unity of learning and morality to train reliable leaders for the nation. 4) The acquisition of knowledge about East Asia and the rest of the world so as to facilitate the national defense.
