It seems as though policies for educational reform at the primary, lower and upper secondary school levels are completely different from those at the university level. Is this the case?

We are cultivating the "ability to learn and think for oneself" based on the respective roles of education at the primary, lower and upper secondary school levels, and education at the university level. With this as a foundation, we are promoting reforms using an approach that cultivates "ability to pursue subjects" and is consistent from primary school through university.
