When attempting to preserve historic village and towns, it is necessary to grasp their unique cultural value and local characteristics. Municipalities, the major agents of preservation, receive subsidies from the national government to determine measures for protecting the areas in question. Plans for preservation and community consensus are reached based on investigation results.
