According to the Law for the Protection of Cultural Properties, alterations of the existing states of areas that have been designated as historic sites or the taking of some other action that would influence their preservation requires permission from the Commissioner of the Agency for Cultural Affairs. In 1992, permission to alter the existing state of a historic site and to take other actions was granted in a total of 2.210 cases.
In a case where a certain degree of loss in property rights is suffered because of restrictions, thus far, the amount of loss has been compensated by the local government's purchase of the relevant land with assistance from the national government in the form of a subsidy.
