1) The development of projects that introduce traditional Japanese culture abroad and the encouragement of mutual exchange between museums, art museums and cultural properties research institutes are measures that will promote international exchange in the field of cultural properties.
2) Cooperation for the protection of cultural properties of universal value as well as for the protection of Japanese artwork located outside of Japan should be promoted.
3) An "International Cooperation Center for the Conservation and Restoration of Cultural Properties" (tentative name) needs to be established at an early date, as an organization that will conduct systematic, effective international exchange and cooperation for the protection of cultural properties.
