(2) National Culture Festival for Upper Secondary Schools

Since 1977, the National Culture Festival for Upper Secondary Schools has been held in different prefectures throughout the country. Its goals are to provide a site for a comprehensive exhibition representative of the artistic and cultural activities of upper secondary school students nationwide, to promote the students' creative activities and to provide them with an occasion for communication in their areas of common interest.

Since the first festival that was held in Chiba Prefecture, the National Culture Festival for Upper Secondary Schools has continued to enjoy both an enrichment with regard to its contents and a rise in popularity as evidenced by the increase in the number of events and in the number of schools which opt to participate in the festival on a consistent basis. In 1993the 17th festival was held under the co-sponsorship of the Agency for Cultural Affairs, the Japan Upper Secondary School Cultural Federation, the Saitama Prefectural Board of Education and others at a site in Saitama Prefecture over a five day period in August under the theme "The Creative Sea Revisited in Saitama".

The exhibition of excellent schools selected from among those participating in the National Culture Festival for Upper Secondary Schools has been held in Tokyo since 1990.This event is held at the National Theatre by the Japan Upper Secondary School Cultural Federation and the Tokyo Upper Secondary School Cultural Federation in cooperation with the Agency for Cultural Affairs and other organizations. Its aims are to give further hearty encouragement to the cultural activities of upper secondary school students, and to exhibit their works to a broad portion of the general public. The fourth gathering for this event took place in August 1993 at the National Theatre.
