(1) The purpose and system of the Japan Arts Fund


While an ever greater proportion of the Japanese public is expressing a desire for an increase in the quality of life, the international community is also asking Japan for active contributions not only in the economic realm, but in the cultural realm as well. To answer these various demands for support and assistance to activities which ensure a stable, continuous. Broad promotion and dissemination of culture and the arts, the establishment of a fund for the promotion of art and culture has been a long-cherished desire of the individuals concerned.

With the intention in mind of fostering an environment in which the public can enjoy easy access to art and culture and in which the spontaneous artistic creation of new culture can flourish, the national government appropriated 50 billion yen in its 1989 supplementary, budget as a contribution to the establishment of the Japan Arts Fund. In addition, the National Theatre of Japan ( special corporation) was reorganized into the Japan Arts Council, and the Japan Arts Fund was established within the Council at the end of March 1990.

The Japan Arts Fund, which has 50 billion yen from the national government and about 10 billion yen contributed from the private sector, altogether about 60 billion yen as its primary capital, supports diverse artistic and cultural activities with the income generated from the interest (Chart I -1-19).
