1. Budgets of the Agency for Cultural Affairs


When the Agency for Cultural Affairs was set up, its budget for fiscal1968 was a total of 4,959,930 thousand yen. By fiscal 1980, it had risen to 40,024,530 thousand yen with the advancement of the protection of cultural properties, the promotion of art and culture and the construction of national cultural facilities.

Following this period, the budget was decreased temporarily due to the completion of the first stage of the construction of national cultural facilities and to financial constraints. The budget resumed a continuing increase in1988, reaching an amount of 49,598,450 thousand yen in fiscal 1992, a tenfold increase from the amount allocated at the time of the Agency's establishment. However, the share that the Agency receives in the general account budget of the national government and of the Ministry of Education, Science and Culture is still small. and is also small when compared with the cultural budgets of other countries. There still exists then, a necessity to increase and enrich the Agency's budget accordingly while taking current future financial circumstances into account (Table I-1-3).

Chart I-1-16 shows budget figures for the Agency for Cultural Affairs, from the time of its establishment up until the present. The Agency's budget in fiscal 1993 was 53,896,810 thousand yen, with an 8.7% increase over the preceding year, which accounted for 0.99% of the general account budget of the Ministry of Education, Science and Culture and 0.07 % of that of the entire national government (Table I-1-4). The Agency's budget, itemized by category, is shown in Chart I- 1 17. 75.7 % of the total 18 devoted to the protection of cultural properties including the maintenance of historic sites and the preservation of national treasures and important cultural properties, while 24.3 % is devoted to the promotion of art and culture. Out of the total budget, money for the promotion of creative artistic activities and other related activities (excluding the construction and management of the national art museums) constitutes only 4.9%. In consideration of the Agency's increasingly important role, greater efforts are needed to enrich and expand its budget while maintaining a balanced approach with respect to the various fields.
