Towards international understanding

International cultural exchange is very important to the constructionof a "culture-communicating society". The "Survey of Public Opinion aboutInternational Cultural Exchange". which was done by the Prime Minister'sOffice in February 1993. revealed that there is no significant differencebetween( the number of those who think that the present state ofinternational cultural exchange is "sufficient" and the number of those whothink that it is "not sufficient" (Chart l-1-12) , but as many as 60% of therespondents thought that Japanese culture is "not understood"' by othercountries. It is thus evident that effective "culture-communicating" has notyet been sufficiently realized (Chart l-1-13).

International cultural exchange and cooperation is an important means of deepening mutual understanding and trust between nations. Cultural contact with other countries also leads to the creation of a new, richer culture. It is thus important that Japan actively promote cultural exchange and cooperation with other nations to make international contributions in the area of culture.
