Against the backdrop of a growing aspiration in recent years on the part of the Japanese people for affluence of heart. it has become increasingly important that each and every individual be able to enjoy an enriched life that is filled with meaning. While on one hand, various frictions and difficulties exist in today's international community. On the other hand, mutual dependence within the global community is on the increase. It is in this setting that Japan must meet expectations for international contributions through the medium of culture.

As the year 1993 happens to be the 25th anniversary of the establishment of the Agency for Cultural Affairs, Part I of this report deals especially with the "Promotion of Culture". This special edition introduces the present situation along with future prospects for the promotion of cultural policy, focussing on the importance of the building of a "culture-communicating society". Whose aim is to spawn new culture through communicating culture that is richly unique and through cultural interchange.

Part II of this report describes the current situation of endeavors that are being made towards educational reform. And introduces the full scope of educational, scientific and cultural policies that are being conducted by the Ministry of Education. Science and Culture in each respective area.

It is my sincere hope that this volume will serve

as a useful reference in providing the public with a deeper understanding of our present educational, scientific, cultural and sports policies.
