1991

September

The first Symposium on Revitalizing Boards of Education was held in Miyagi prefecture.

The 19th Session of the Japanese Language Council started its work.

Establishment of the Japan Reprographic Rights Center.

October

The 46th National Arts Festival was held in Tokyo, Osaka and Ibaragi.

The Consultative Committee for Special Measures in Education started its work.

The 46th Athletic Meet was held in Ishikawa prefecture.

The 1991 Edition of "Japanese Government Policies in Education, Science and Culture - Scientific Research Contributing to the International Society" (Ministry of Education, Science and Culture White Paper) was published.

November

The third Lifelong Learning Festival (Manabipia '91 in OITA) was held in Oita prefecture.

The fourth National Festival Of Sports and Recreation was held in Kumamoto prefecture.

The first National Industrial Education Fair was held in Chiba prefecture.

A Law for the Partial Amendments of the School Education Law Enforcement Regulations was advocated and put into effect.

A system was established whereby the Minister of Education, Science and Culture accredits Japanese schools abroad.

Enactment of a Law for Accreditation and Other Measures regarding Japanese Schools Abroad.

A Consultative Committee on the Japan Scholarship Foundation System started its work (Fiscal vear 1991).

The sixth National Culture Festival was held in Chiba Prefecture.

The first National Environmental Education Symposium Research Council was held in Saga prefecture.

A circular was issued on "decisions regarding programs for promotion of lifelong planning for teachers and other school staff members."

The University Council reported on the "Quantitative Improvement of Graduate Schools."

The Organizing Committee for the Nagano Olympic Winter Games (a legal corporation) was established.

December

The 10th subcommittee meeting of the Copyright Council reported on "the problem of private recordings and videotape recordings."

A Law for the Complete Revision of Regulations on Application Procedures for Accreditation of the Establishment of Universities and other Institutes of Higher Education was promulgated.

A Law for Partial Amendments to the Private School Law Enforcement Regulations was promulgated and put into effect (introducing inquiries into plans for establishment).

The Consultative Committee on New School Management for Coping with Social Changes published an interim report entitled "New School Management Methods for Coping with Social Changes."

The Council on Problems of Private Recordings and Videotape Recordings started its work.

The Consultative Committee on Out-of-School Activities for Youth submitted an interim report, "Improving Out-of-School Activities for Youth to Cope with Increases in School Holidays."

1992

January

The Consultative Committee on Mental Health of Teachers started its work.

The Science and Technology Council reported on "Comprehensive and Basic Guidelines in Science and Technology Recommended for a New Age."

The Third Convention on Sports-for-All was held in Tokyo.

February

The opening of the 16th Winter Olympic Games in Albertsville France.

The Council on Science Education and Vocational Education reported on "the revision of standards of facilities for science and mathematics education at elementary schools and the elementary grades of special education schools."

Cabinet approval of the establishment of a Planning Council for the Nagano Olympic Winter Games.

The Consultative Committee on New School Management for Coping with Social Changes published a report (of its deliberations) entitled "New School Management Methods for Coping with Social Changes."

The Consultative Committee on Out-of-School Activities for Youth submitted a report (of its deliberations) entitled "Improving Out-of-School Activities for Youth to Cope with Increases in School Holidays."

Revisions were made in the Enforcement Regulations of the School Health Law (Revision of School Medical Checkup Items--enforced as of April 1st).

March

A Report was published by the Consultative Committee on the Promotion of Recurrent Education for Working Engineers entitled "On the Promotion of "Refresh Education."

A circular was sent out regarding revisions on "curriculum standards for training in audio-visual media."

The Consultative Committee on the Guidelines for the Provision of School Facilities submitted reports on "Guidelines for the Provision of School Facilities" (both elementary and lower secondary school versions).

The Consultative Committee on School Maladjustment published a report on "The Problem of Refusal to Attend School - towards the Creation of a Safe Space for School Children."

A Law for the Partial Amendments of the School Education Law Enforcement Regulations was advocated and circulated (this amendment makes the second Saturday of every month a school holiday as a means towards carrying out a 5 day school week. It will be enforced as of September 1st).

A "Training Handbook for Audio-Visual Education Media (planning edition)" was compiled and distributed.

The Educational Media section of the Lifelong Learning Council's subcommittee on social education published a report on "Developing audio-visual education using new educational media."

A Consultative Committee on "Tsukyu gakkyu" (providing handicapped children with the chance to attend a combination of both regular and special classes according to their handicaps) submitted a report of its deliberations entitled "Policies for Enriching Tsukyu Instruction."

A Consultative Committee on Copyright Problems for Computer Program published a report entitled "Authorship of Computer Software Created by Employees during Working Hours."

The First Subcommittee of the Copyright Council reported on "Tasks Requiring Immediate Action Facing the Copyright System."

"Guidelines for the Provision of Elementary School Facilities" and "Guidelines for the Provision of Upper Secondary Schools Facilities" were determined and circulated.

A Law for Partial Amendments to the 1) Law for National Funding for Compulsory Education and to the 2) Law for Special Measures for Improvements of Public Special Schools for Handicapped Children was advocated and enacted on April 1st.

A collection of actual case studies on education for international understanding entitled "For the Promotion of International Understanding," was compiled and distributed.

April

The revised Courses of Study for elementary schools and the revised Courses of Study for elementary grades at all special education schools were enforced.

Full-scale implementation of a system of induction training programs for beginning teachers at all special education schools (with the implementation at special education schools this system will be completed at all levels of school education).

The start of the implementation of a training program for beginning kindergarten teachers.

For Colleges of Technology, new courses (at Nara National College of Technology and Niihama National College of Technology) and departments and courses outside of the fields of engineering and mercantile marine (Ube National College of Technology Department of Business and Administration) were established.

University of the Air Video Learning Centers were established in Toyama, Shizuoka, Aichi and Nagasaki prefectures.

A Consultative Committee on Future Directions for the Fixed Number of Educational Personnel started its work.

Revisions were made in the Enforcement Order of the National Stadium and School Health Center Of Japan Law and its Enforcement Regulations (raising the benefits for the mutual disaster fund).

The establishment of: a Research Institute for Electronic Science (Hokkaido University), an Institute for Advanced Materials Processing (Tohoku University), an Institute of Socio-Information and Communications Studies (the University of Tokyo), and a Center for Computational Physics (University of Tsukuba).

The Consultative Council on Overseas Study Programs of Mediating Agencies published a report on "the Proper Content for Overseas Study Programs of Mediating Agencies."

A Special Planning Committee for the Preservation of Cultural Properties was established within the Council for the Preservation of Cultural Properties.

A Cabinet decision was made regarding revisions to the General Guideline for Science and Technology Policy.

May

Partial amendments in the National School Establishment Law and the National School Special Account Law were advocated (for the establishment of the National School Finance Center) and put into effect on July 1st).

The Lifelong Learning Council compiled an interim report entitled "Measures for Promoting Lifelong Learning Corresponding to Future Social Trends."

In order to implement the 5-day school week, 642 pilot school were designated to cooperate in study and research on a "two Saturday school holidays a month program."

A Law Regarding Special Measures Required for Necessary Preparations and Management of the Nagano Olympic Winter Games was advocated and put into effect.

Creation of career guidance materials for lower and upper secondary schools, "Towards Making the Best of Students' Individuality in Their Career Guidance"

A Consultative Committee on the Secondary Use of Cinematographic Works.

A Consultative Committee on Promotion and Enrichment of Education at Special Training Schools started its work.

The Lifelong Learning Council's subcommittee on social education reported on "the Advisory Committee on Social Education"

June

A National Liaison Committee on Associations Organizing Study Abroad and Exchange for Upper Secondary School Students started its work.

A Subcommittee on Multi-media within the Copyright Council started its work.

A Survey Report and Actual Case Study Report regarding Out-of-School Activities for Youth (commissioned project for municipalities) and A Survey Report regarding Out-of-School Activities for Youth (commissioned project for prefectures) were compiled and distributed.

Compilation and distribution of explanations and case studies regarding the 5-day school week.

The Science Council published an interim report on "Strategies for Comprehensive Promotion of Scientific Research with the Prospect of the 21st Century."

A circular was sent regarding a report from the Specialist Committee on Libraries in the Facilities Section of the Lifelong Learning Council's Subcommittee on Social Education.

A Consultative Committee on Methods for Guidance of Children with Learning Disabilities or Related Learning Difficulties started its work.

The Japanese Language Council compiled a progress report of its deliberations at the 19th Session entitled "Dealing with Various Issues Concerning Modern Japanese."

The Membership of the Advisory Committee for Promoting Cultural Policy reported on "the present situation of deliberations by the Advisory Committee for Promoting Cultural Policy."

The Consultative Committee on Educating Japanese Children Overseas reported on "measures for enriching education at part-time Japanese schools offering supplementary courses."

A Consultative Committee on the Japan Scholarship Foundation System started its work (Fiscal year 1992).

"Standards for School Sanitation" were amended and circulated.

A Law regarding the Promotion of Securing Nurses and Other Health Personnel was advocated.

A Foundation for the Lifelong Welfare of Teachers (a legal corporation) was established.

The Committee for the Promotion of Reform in Upper Secondary School Education; presented its first report entitled "On the Promotion of Reform in Upper Secondary School Education."

A transfer ceremony turning over the Headquarters of the United Nations University building was held (provided rent free from July 1st).

A letter of ratification for the Convention for the Protection of the World Cultural and Natural Heritage was deposited with the UNESCO general secretary (effective as of September 30).

July

A Consultative Committee for Dealing with New Media started its work.

The groundbreaking ceremony was held for the National Astronomical Observatory's large optical-flared infrared telescope "Subaru" at Mt. Mauna Kea, Hawaii.

The Consultative Committee on Foreign Student Policy for the 21st Century presented a report on "Comprehensive Promotion of Foreign Student Exchange in the Prospect of the 21st Century."

"Instructional Materials for Environmental Education - elementary school edition" were compiled and distributed.

The Science Council submitted its report on "Strategies for Comprehensive Promotion of Scientific Research with the Prospect of the 21st Century."

"Instructional Materials for the Promotion of Moral Education," (videotaped materials) were compiled and distributed.

An Institute of Space and Astronautical Science satellite for observation of the magnetosphere "GEOTAIL," was launched by a NASA rocket.

The 25th Olympic Games were held in Barcelona Spain.

The Consultative Committee on the Ways of Fixing the Number of Educational Personnel published an interim report on "Future Methods for Allocating Teaching Personnel."

The Lifelong Learning Council submitted its report on "Measures for Promoting Lifelong Learning Corresponding to Future Social Trends."

August

The 1992 National Upper Secondary School Athletic Meeting was held in Miyazaki prefecture.

The 16th National Culture Festival for Upper Secondary School Students was held in Okinawa prefecture.

The Conference of "APEC Education Ministers" was held in Washington D.C.

Japanese language instructional materials for pupils from overseas studying at Japanese schools "Nihongo wo manabo" (Let's learn Japanese) were created and distributed.

The 6th plan for reform in teaching personnel allocation at public compulsory education schools was decided and published.

The Consultative Committee on Personal Computation Networks for Overseas Educational Facilities published a report on "Planning for Personal Computation Networks for Overseas Educational Facilities."

The Committee for the Promotion of Reform in Upper Secondary School Education presented its second report, "On the Promotion of Reform in Upper Secondary School Education."
